I think that's been true for a long time; if it really bothers you can 
customize the keyboard file by copying the keyboard code for the top row 
keys C+S+1..0 (R1, R2, etc, as I recall) to the appropriate section of the 
table.  Since NB controls as much of the keyboard as MS allows, these 
changes are possible.

So it does, but why not use F5,N and F5,M, as the program is designed? 
F5,F1 will give the complete layout of extra characters.

In DOS days NB was able to use the Alt keyboard as a whole for the phrase 
system; this was *much* more convenient than having the less commonly used 
ASCII keys occupy part of it.  This was, alas, a convenience lost in the 
shift to Windows, where MS has preempted the alphabetic ALT keys. Perhaps 
the keyboard could be edited to achieve this now.
