Rebooting did not make any difference.
I've deleted the NB.ini file and replaced it with a backup copy. That seems to
have done the trick. I have no idea how the .ini file was corrupted, but I think
you're right about the keyboard table. When NB loaded, I got a bare desktop (my
settings default at opening a blank document.)
