If I understand you correctly, what I would do is:
At the point on the first page where you want the page number "1" to
appear, insert it by hand.
Then insert a SP delta to start page numbering at 2, with a running header
or footer with the usual PN delta in it laid out how you want.

I'm trying to insert line numbering into my document but not to start the
numbering at the beginning of the document but a few lines down the first
page. Is there a way to do that, or is line numbering dependent on pages and
documents?
