You don't need to be embarrassed to ask *any* question! That's what user lists are for.

The answer to this one is that Ctrl + Shift 1-0 input ascii characters. You have to keep holding down CtrlSh to input characters higher than ascii 0-9. Thus for ascii 75, you press Ctrl Shift, keep the keys pressed down, and press 7, then 5, and only then release Ctrl Sh. If you release between 7 and 5, you'll get ascii 7 and 5.

  Secondly, is this documented in NB Help?

No. There's lots about the keyboard that's undocumented, alas.
