Barrie,
With your cursor at the end of the last paragraph of the body text, below which you want to insert a new head, click on Insert, New Section Heading, Insert Heading. Once you type the new head, you will want to demote it, for what I gather from your query.

New heading in framework





Using one of the off-the-shelf framworks, I have a number of pages already
written in a manuscript.  I would now like to insert one or two new level
three headings at the beginning of certain paragraphs that are under the
same level two heading.  How do I do that?  Any time I try to insert a new
heading, its brackets appear at the bottom of the whole level two section.
When I try to maneuver them to the start of the desired paragraph, using the
yellow arrows on the toolbar, they will not go there.  I end up with a
frozen, messed up manuscript and have to back out without saving it.
