I click on the icon (or go to the .exe in the file) and the machine "whirls"
but nothing happens -- no error message; no NBr anything.
Any suggestions.

It sounds as though your upgraded security software needs to be told to
permit access to a type of file that, by default, it does not recognize as
safe. I use Zone Alarm, in which one can go to "Program Control" and do
just that.
