NB not starting

I recently upgraded the security on my "windows" XP and now NB will not
start (I have NB 7.0b, lingua workstation)
I click on the icon (or go to the .exe in the file) and the machine
"whirls" but nothing happens -- no error message; no NBr anything.
Any suggestions.
