Clutching at straws here:

is it possible under XP to get a DOS prompt and run 4.2 from there?

have you checked the 'properties' of your NB shortcut (available if you right-click) and made sure that under 'misc' the 'Windows shortcut keys' boxes have been unticked?

are you using a customised NB keyboard file? If so, what happens if you use a 'plain vanilla' one?
