Yep. This is a problem that plagues all DOS versions of XyWrite and so I
suppose NB as well. One solution is to edit your keyboard file, changing
the spelling of the names CAPS, CONTROL, and SHIFT at the top of the
file.

CTRL=29,99
ALT=56,98
SHIFT=42,54
CAPS=58,T:C

to (e.g.):

KTRL=29,99
ALTT=56,98
SHIFF=42,54
KAPS=58,T:C

That should do it. Hopefully Carl DeStefano will jump in to explain why
this all happens, but I can tell you this is the most ancient of bugs. I
first discovered it running XyWrite 3.54 in 1989. And since the DOS
versions of NB have apparently been abandoned, and the Tech Group is no
more, nobody ever well fix it. Assuming anyone even knows how.
