The short answer is no, because I selected the option linked to NB.DFL. It
is possible to select other NB configuration files for other features,
including templates.

The solution was simple: I selected Tools, Defaults, then Restore
Original
Settings (in the dialog box that appears) and selected Format and Other
Custom Settings. This returned NB to its shipping version default
settings.


Does 'Restore Original Settings/Format and Other Custom Settings' affect
anything besides NB.DFL?
