The case of umlauts you mention does not conform to what I find in my Orbis results, at least in the case of acute accents (I don't often use umlauts, but others on the list who do may wish to replicate the experiment). When I search for "organizacion" (without an accent over the letter o), I get one set of hits, and when I search for "organizacio'n" (that is, with a properly accented letter o), I get a different number of hits which does *not* include "organizacion" without the accent.
