A further, somewhat different idea:
1. switch to eXPanded view
2. change all deltas that start with "<<OB" to start with, say, "<<LBOB"
Now you can delete headings using NB's normal editing functions.
In principle, you could also get the frame/outline structure back by
doing the reverse change (e.g., CI !<<LBOB!<<OB!). However, to be
successful this presumably requires that you haven't deleted any
<<LBOB's that are required for the structure to be valid -- and mere
<<LB's or <<NT/'s aren't protected against inadvertent deleting as
crucial outline elements are.
Or you could just plain delete those <<OB's (and not think about
resuming the outline):
