As in other issues dealing with the porting of NB from DOS to Windows,
virtually all commands have remained the same. This is true of the LB
command for non-printing labels. So, if you want to maintain the
keyboard-oriented approach, do F9 then lb then F10 and after typing the
content of the label, close the window with F3.  If you prefer
mouse-clicking, the process is: Insert, Reference Label, then type the
contents of the label, and then click Insert. The utility of the
mouse-clicking approach is that it offers the mechanism for sending the
cursor to the different labels' locations in the document.
