I believe that the *.bak files are a legacy of the DOS process, named
via a DOS call.  Since DOS remains, ever and always, 8.3 in its file
naming conventions, the *.bak files will remain 8.3 as long as this
method continues.  You won't be able to reconfigure your system to
change that.
