Non-NB: Macro Program

Does someone out there know of a Windows program that will hold a number of
macros, and, lurking in the background, will put one of them on the clipboard or
directly into another Windows program?  

I am using a new program, Norton's Connect.Web for grading English essays.  It
allows the instructor to comment at the end of each sentence.  It would be a
great help to be able to put in the comment window a prefab statement such as
"Place a comma before the coordinating conjunction joining two independent
clauses" and not having to write it every time.

Any suggestions?
