I do not know of such a utility but one possibility is to create
seperate "users" on your computer. Win9x allows users to log in when
they start to use the computer. Each user can have their own desktop
setting. I am not sure if the resolution is part of the users settings
but if it is not, your children can change to the resolution that they
need after they log in and then reset it to what you like before you log
in.
Not perfect but it works.
