[B3] Form pulled to top of the desktop

I have a DLL that displays a form.  When I launch the DLL from the
parent application, it will sometimes pull another application that is
on the desktop to the front over the parent application, and then it
places the DLL form on top of that.

This only happens with certain application.  This also didn't happen
when my code was compiled under BCB1.

Does anyone know if this is a known bug or have expirenced the same
thing?

Is there some work around that will keep the DLL's parent application
under the DLL's form?
