On the Projects/Options/Linker page the selection for incremental
linking is "Don't Generate State files," which seems odd, but it
defaults to not using incremental linking.

Also, it defaults to using packages and I believe, to including debug
libraries and dynamic RTL linking. The debug vcl makes the exe larger,
and packages seem to be a pain to distribute. So I made no packages, no
debug libs, no dynamic linking and unchecked "Don't generate state
files" as my defaults by checking the default check box. This way I get
stand alone exe's.
