This problem with the component pallet disappearing in a serious bug
that both myself and a friend experienced. We had to add the package
libraries by hand to get it back. We are pretty sure that the bug
has to do with customizing the tools menu.
If you are familiar with Brad Stowers, his home page indicates his
reasoning for providing source for all of his freeware components.
It is exactly as you have stated. If you don't have the source you
can't make the modifications necessary when a new version comes out.

If I were in your situation, relying on third party components
without source, I would definitely complete your projects in BCB1.
You can convert them later when you have more time and upgraded
components.
