I've had a similar problem; and continue to have it. In my situation it
is caused by the .mak file being in a different directory than the
form.dfm, form.h, and form.cpp. I usually get this error when I attempt
to create a new event handler. BCB addes the entry to the .h & .cpp but
still issues this warning.

You can remove a generated event handler by removing the entries in the
.h and the cpp files. When you save BCB will ask if you want to remove
the reference from the dfm. answer yes.
