While I agree with the idea, I will also note that we can't even keep
people from quoting entires pages of text in a reply...

Again, I agree, but will comment that the people doing it are highly
unlikely to *know* that they're doing it. They are new to posting
email, and probably don't have any idea what their package is doing,
or that HTML even exists...

These are both the same problem that UseNet has, socializing the
flood of new people as they arrive. The problem hasn't been solved yet.
Eventually, if people stay around long enough, they learn the rules, 
implied or written, but there are always newcomers arriving... <G>

Maybe one solution would be a FAQ, posted periodically by the list-
owner, except it wouldn't be a FAQ, but a list of questions that
people didn't know they *should* be asking... <g> Comments?
