Thank you who adviced me here or direct Email.

Any OnKeyxxx don't work if I need to intercept arrow keys when a 
button has the focus. 

I got a perfect answer from the Borland newsgroup cppbuilder.vcl->  
"Intercept Arrow keys"->Ralph Friedman(TeamB).
