To echo the above suggestion.  First try it with Win32s installed on your 
win3.1 system.  The installation file for win32s is available at
http://support.microsoft.com/download/support/mslfiles/Pw1118.exe
and it is approximately 2.5 meg in size.

Second, if that does not work, you can upgrade to win95 with your current 
processor.  I ran win95 for quite awhile on a 486/100 with only 16M ram.  
I was much happier after I upgraded to 32 Meg but by no means was it 
unbearable to operate with the lesser amount of RAM.  I typically 
mail-order my RAM and currently you can get 32M for somewhere between $60 
and $80 depending on whether you need FPM, EDO, or SDRAM.  16M modules 
are available for about 1/2 that price. There are a lot of places where you
can order RAM but I've been using http://www.thechipmerchant.com for all my
recent purchases.
