More....I had use packages set in the IDE. When I unchecked this option
(Built as stand alone exe) Installshield did a working install. Guess I have
to play around with options. There are quite a few more in V3. The exe is
now at 470k, up from 350k in V1. However, I have added a feature or two.

Still not sure what the problem was with the package installation.
