I've used Win95 on a 486/sx33 with 8 Mb ram for two years now. It never
seemed slow until I compiled my first BCB app.(Sample-Football = 3 minutes)
Coming straight from a Tandy K1000 (8086) I love my new machine. I say new
because I used the Tandy for 7 years. Speed is relative...

Turbo C++ Visual edition is still on the shelf and cheap. Delphi 3
STD($100) comes with Delphi 1 so you can still write Windows 3.1 apps.
CBuilder3 PRO comes with BC++ 5.02 but the price may be too high for you
(Gary D). The OS Upgrade is around $80, so that's probably the way to go.
