I've been after the same thing (more or less) - DirectX has everything
except ease of use. I've been very impressed with the examples in the
DirectX SDK, but have had no joy putting them together into Builder
(inexperience a snag here). You can even change the pitch on the fly,
and use an effectively unlimited number of CD quality sounds, if only
you can figure out the programming.
There are the Delphi Games Programmers components available free on
the WWW, which allow you to associate a set of sounds (selected using
a utility) which you can mix on the fly, very good for games but a bit
limiting for audio apps.
It would be nice for some kind-hearted developer to extend the
functionality of the sound components - make some of the private
functions a bit more public.
