Professor awarded Fulbright
Prof. David Schultz, recipient of the Fulbright Senior Specialist Scholarship, is on his way to Yerevan, Armenia to teach election law preceding the country’s upcoming parliamentary elections for five weeks.
The Senior Specialist award is for senior college faculty to work on a problem inside another country at the request of that country. The scholarship is funded by the U.S. State Department.
“This is by a broader effort by the U.S. State Department to help Armenia improve election laws there,” said Schultz. This is Armenia’s third public election since being released from Soviet control.
“The United States would like at least one country stabilized in democracy in that area, and Armenia seems to be the most promising,” he said.
Armenia is located east of Turkey, south of Georgia, and has a long southern border with Iran.
Schultz will be teaching a crash course in election law at the university, advising students and working with the U.S. Embassy at a variety of public talks on democracy and administrative law.
“They have created a whole system of administrative law courts,” he said. “I’m going to be facilitating that process. They are now very much interested in leaning towards the west.”
Along with the U.S. Embassy, Schultz will be working closely with the International Institute for Democracy and Electoral Assistance (IDEA). Based in Stockholm, Sweden, IDEA is an intergovernmental organization that works to strengthen democratic institutions and processes worldwide. With the help of policy makers, donor governments, United Nations organizers and people like Schultz, they provide knowledge resources, training and a platform for debate on democracy issues.
“There will be a lot of international organizations there trying to help Armenia write their elections,” Schultz said.
Since 1999, Schultz has been a professor at the Graduate School of Management and has taught classes in the Criminal Justice and Forensic Science Department since 2000. He also teaches occasional election law courses with the School of Law.
Other recognitions
In addition, Schultz has edited five book series and authored and edited 16 other texts, 12 legal treatises, and over 40 articles. He is also responsible for the “politainment” addition to Wikipedia.
“Most academics are taught to be specialists, but I get bored sometimes with that. I tell people I don’t know what I want to do when I grow up,” he said, commenting on the diversity of his expertise and publications.
Schultz has received notable media attention in the last decade, which he attributes to the 1998 Minnesota Gubernatorial race when he told the Chicago Tribune that based on statistics, Jesse Ventura had a chance to win. He said when Ventura did win, People magazine called him and said, “You’re the only person in the country to predict he would win.”
“I got a zillion phone calls from organizations around the country after that,” he said.
In expectation of his departure late February, Schultz started his graduate classes three weeks early and has extended his undergraduate classes an extra 30 minutes to avoid having a substitute for the five weeks he will be gone. Instead, his students will have that time off, but finish the semester on time after he returns with the required amount of classroom hours.
“I leave on the 24th of February and return on March 31,” he said. “That’s nine time zones away.” He said he will be very busy, but hopes to have enough time to visit Mount Ararat and possibly discover Noah’s Arc, which is about 25 miles south of the Armenian border in Turkey.
