Complaint letter rankles students

A warning letter delivered to Hamline students living off-campus detailing noise, alcohol and behavior violations on two separate occasions was both threatening and incorrect, some of the students contend.

In the letter, dated Sept. 20, Associate Dean of Students Alan Sickbert said he had been made aware of two large parties, one on Sept. 4 and the other on Sept. 18. The letter was addressed to six residential properties, three duplex houses on Taylor Ave.

Sickbert detailed city and university codes in the letter. In the incidents, he said, students’ behavior violated a St. Paul noisy assembly ordinance, as well as Hamline’s student judicial code of conduct. He also alerted the City of St. Paul’s Neighborhood and Property Improvement office, who he said would notify the residents’ landlords.

Andy Christensen, a Hamline senior who lives with three other Hamline students at one of the duplexes at 1372 Taylor Ave., said his house had nothing to do with either incident. On Sept. 4, he said, he and his roommates were not at home.

“Three of us were at the Gopher football game,” he said, holding up a U of M ticket stub with the corresponding date, “and [our fourth roommate Jeff] Mulder hadn’t moved in yet.”

Christensen said he and his roommates returned from the game around 12:30 a.m. At that time, he said, they learned that a party further down the block had earlier been broken up by police.

The party was held at 1360 Taylor Ave., Mulder said, in a residence occupied by four Concordia University students.

On Sept. 18, the second date in the letter, Christensen said he and his roommates were home, but did not participate in the nearby party at 1366 Taylor Ave., which eventually spilled into adjacent front lawns.

“We asked people to leave our yard multiple times,” he said, but added that it was impossible to get many of the partygoers to relocate.

Hamline senior Mike Mitchell, who lives at 1368 Taylor Ave., also said his house had nothing to do with the incidents. No one in his house has thrown or participated in a party all year, Mitchell said.

On Sept. 20, Sickbert hand-delivered a letter to each residence, accompanied by Gary McVey, Hamline’s associate vice president of marketing research & planning.

Mulder said he was especially upset with the section that read: “For those of you who are
Hamline students, we have identified you and will be closely monitoring your behavior and academic progress.”

“They should have called or come over and talked to us first,” he said, “but instead, they’re threatening us.”

Mitchell agreed: “Hamline should have no involvement at all,” he said, adding that he was also irritated by the letter’s cautionary tone.

Sickbert said the intent of the letter was mainly to inform the students of existing policies and codes for both Hamline and the city, but admitted that it was a little “heavy-handed.”

Sickbert said he is not interested taking disciplinary actions against off-campus incidents. The university wasn’t sure who was at fault in the reported incidents, Sickbert said, which is why he notified the city.

“Our attempt was simply to warn people,” he said.

This explanation wasn’t enough for Christensen, however.

“Hamline should be responding to us first,” he said, “instead of filing complaints with the city of St. Paul and our landlords.”

Andy Dawkins, who runs the Neighborhood Housing and Property Improvement department for the city of St. Paul, said his office has received a handful of complaints this year on houses near Hamline, including the recent ones on Taylor Ave.

In this case, Dawkins said, he’ll be sending the police officer from his department out to interview the neighbors.

Dawkins said he will also check with beat cops in the area to find if any problems have been recently reported. From there, he said, he may talk to residents who live on the Taylor Ave. block in question, as well as landlords who rent nearby properties.

“We’re not going on what one person says,” he said. “We have to end up finding out who’s at fault.”

Sickbert said that based on the information he has received, it isn’t likely that Hamline students are to blame.

“It appears that they weren’t the catalyst for these parties,” Sickbert said.

Mulder questioned where the administration draws the line.

“If I lived in Hennepin County, or Roseville, would they come after me then?” he asked.

Sickbert said this question has two sides. If a student living in Roseville - or anywhere off-campus - has a party and a neighbor calls the university to complain, he said, then he would get involved.

“But the reality is that the complaints often come from neighbors living near campus,” he said.

Christensen said despite how the incidents are resolved, he’s still unhappy that he and his roommates were ever questioned in the first place.

“We’ve never been warned by cops,” he said. “We’ve never had neighbors call or come over.
We’ve never even had a party here this year, and now we’re on strike two.”
