  • Overview

    The Capital Request Review process invites Deans, Senior Administrators and their designees to submit requests for capital projects in excess of $5000.00 that support one or more of Hamline University’s strategic initiatives. This process encourages a standard and fair way to evaluate project requests in response to perceived needs, budget constraints and impact. The request for capital will include a maximum amount to be awarded within the current capital cycle. The Capital Project Review process also allows the Campus Planning Committee, through a Subcommittee, to review requests in a more organized, timely format.

    Rationale  

    • A process in which University constituents can request a facilities capital project in a standard way which would allow a broad group to petition and have a greater audience to get funding and support for their request.

    Benefits 

    • Educates the University, operational managers and leaders of perceived needs, issues, problems and opportunities.
    • Proposals are reviewed by a representative committee.

  • Facilities Capital Request Review Steps

    The Capitol Call for F.Y. 14 is now closed.

    I.  Identify 
    Capital Call - October 3, 2012
     

    Submission deadline November 2, 2012

    This four week period of time allows the requestor to submit a proposal to be considered for the next fiscal year's budget. Requests must be submitted by the indicated deadline, if received afterwards, the request will be returned to the requestor to be considered in the next years Capital Review. 

    The requestor fills out an electronic submission form that details the proposed project. This form is then saved in the proper file on the S: Drive. The request is then reviewed by the Capitol Call Subcommittee to ensure it is feasible and is in line with the campus master plan and the strategic direction of the University.  Once the Capitol Call Subcommittee approves the request, it is put in a queue to be reviewed by the Board Of Trustees.

    II.  Evaluate
    Review of Proposal - November 15, 2012  thru January 4, 2013

    A subcommittee of the Campus Planning Committee will evaluate the request.  The review is based on the answers to the questions on the submission form and alignment of the project with the campus master plan and strategic direction of the University. The Campus Planning Subcommittee will prioritize the request based on this review.  

    III. Review
    Campus Planning Committee Reviews Capital Recommendations -  January 25, 2013

    The Campus Planning Committee will recommend projects based on their review of information given to them by the Capitol Call Subcommittee.  
                                                                                                                                   

    Committee of the Board of Trustees Reviews Capital Recommendations -  February 20, 2013

    The Facilities Committee of the Board of Trustees will review the recommendations of the Campus Planning Committee.

    Budget Adoption - Mid - May 2013 

    The Board of Trustees reviews and adopts the project into the next fiscal year's budget.

    The entire process will take approximately 5 months, beginning in October and ending mid-February. This is due to the meeting schedules, holidays and estimated amounts of time.
