PETER LAVERNE CARTER, DOB: 5/3/62, 43 years old, is an African American male, 5'8", 140 pounds, short cropped hair. He is hunched over at the shoulders and is small in stature. He has an inch to two inch scar on the back of his right hand.
CARTER has numerous felony convictions for property crimes as well as other violent crimes. He currrently is awaiting sentencing on a Theft by Swindle case. He has a chemical dependency as well as a possible mental health illness. DO NOT approach him, call Safety and Security.
Details of the incident at Hamline University on November 22, 2005:
At approximately 2 p.m. CARTER approached staff upstairs in the Bush Student Center asking for prayer. He asked to meet alone with someone. He stayed awhile and talked with several staff members in a group. He talked about religion among other topics. He stated he lived in the Hewitt House. He then left.
CARTER reappeared around 5:30 p.m. and this time asked for money for a motel for his wife and sone to stay at since they couldn't stay at the Hewitt House with him. On this occasion, CARTER was wearing a dark tan or beige jacket, thigh length with green lining. Possibly wearing black tennis shoes.
It was verified that CARTER does not live at the Hewitt House. CARTER is known as a con man and will approach church settings for money.
CARTER is not welcome on the Hamline University Campus. If he is seen, do not approach, but call the Office of Safety and Security immediately at x2100. He will be trespassed and ordered to leave. If he returns or otherwise creates a disturbance or commits a crime, St. Paul Police will be called.
