Covering a range of topics recommended by the American Public Works Association, this certificate provides the knowledge and tools necessary address the complex human resources issues you encounter. With an Advanced Human Resources for Public Works Certificate, you will: Develop a deeper understanding of the historical and legal foundations of public sector human resource management, from performance measurement to employee development. Discover effective discipline and contract management strategies in the municipal, county, and state levels. Enhance and learn new communication skills to ensure clarity of both written and verbal exchanges and directives. Build critical negotiation, mediation, and arbitration skills by examining real-life scenarios. Register Now Certificate Topics The program consists of four core module topics recommended by the American Public Works Association and identified by past Leadership Academy graduates as topics of greatest interest. Some of the topics to be covered include: Foundations of human resource management in the public sector Authority in public sector employee relations Developing employees and measuring performance Effective discipline and workplace investigations Administering the public works contract Program Overview Certificate classes meet at Hamline's Minneapolis location. All students must complete 48 hours of training in four monthly sessions. Students who complete the Advanced Human Resources for Public Works coursework will receive a certificate from the Hamline School of Business Public Administration program and four continuing studies credits. Wally is the former chair of the board of Government Training Services and is chair of the Minnesota Municipal Power Agency and chair of the Metropolitan Area Manager's Association Labor Relations Committee. He earned an Advanced Public Administration Certificate from Hamline University, a Master of Arts in Public Administration from Northern Illinois University, and a Bachelor of Arts in Public Administration from Saint Mary's University of Minnesota. He teaches public sector HR management, labor relations, and local government management courses. Degree Candidacy Participants are eligible to earn graduate or continuing studies credit. Graduate-level elective credits from all certificates may be earned and applied to the Master or Doctorate of Public Administration. Additionally, elective credits may be earned and applied to the Master of Business Administration or Master of Nonprofit Management from the Leadership Communication Skills Certificate.
