• Public Safety Leadership Certificate

    The variety of the issues confronting public safety leaders is legally, mentally, and physically more complex than in the past. Tackle complex challenges to better meet the needs of your organization with Hamline’s Public Safety Leadership Certificate. Designed for fire, emergency service, and law enforcement personnel, this certificate undertakes an in-depth examination of issues that include leadership and management in public safety and best practices in public safety innovation.

    With a certificate in Public Safety Leadership from Hamline, you will:

    • Gain an understanding of how technical requirements and the political environment affect your job. 
    • Enhance your communication and presentation skills in the areas of marketing and human resources.
    • Learn how to manage employees from recruitment through the arc of their careers, including integrating volunteers into your organization.

    Program Overview

    Students who complete the Public Safety Leadership coursework will receive a certificate from the Hamline School of Business Public Administration program and 8 Continuing Studies credits.

    Cost for the certificate program is $2,950.

    Certificate Topics

    The program consists of the following seven core modules:

    • Foundations in Public Safety Administration (City/County)
    • Leadership and Management in Public Safety I and II
    • Public Safety Human Resource Management and Labor Relations
    • Homeland Security, Incident Command, and Public Information
    • Public Budgeting, Technology, and Governmental Relations
    • Cases in Public Safety Innovation-Best Practices
    • Emergency Medical Response, Hazardous Waste Materials, and Civil Defense Administration


    Courses meet the second Thursday of each month from 2-8 p.m. and the second Friday of each month from 8:30 a.m.-4 p.m. Dinner on Thursday, and continental breakfast and lunch on Friday are included.

    About the Instructor

    Nyle Zikmund joined the Spring Lake Park Fire Department in 1981 as a paid on-call volunteer. In 1994, he left the private sector to accept a full-time position with the fire department and was promoted to chief in May 1995. Chief Zikmund chairs the Minnesota State Fire Chiefs Legislative Committee, is a past president of the Great Lakes Divisional of International Fire Chiefs and current director for the Great Lakes on the International Fire Chiefs Board. Nyle has a bachelor’s in secondary education from the University of Wisconsin, Stout; a bachelor’s in fire science and technology from the University of Cincinnati; a Master of Public Administration from Hamline University; his Certified Fire Officer Designation, which he received in 2001; and an Executive Fire Officer Degree from the National Fire Academy.

    Degree Candidacy

    Participants are eligible to earn graduate or continuing studies credit. Graduate-level elective credits from all certificates may be earned and applied to the Master or Doctorate of Public Administration. Additionally, elective credits may be earned and applied to the Master of Business Administration or Master of Nonprofit Management from the Building Resiliency and Sustainability in the Workplace and Leadership Communication Skills certificates.
