CONSULAR TRAVEL ADVICE
EAST TIMOR

The security situation in East Timor has stabilised, however Australians
are advised to
keep themselves fully informed of prevailing security conditions.
They should exercise care and maintain a high level of personal security
awareness,
particularly at night. Australians who intend travelling outside Dili
should seek advice
before doing so, particularly with regard to road conditions. Until
procedures for
crossing the land border from Indonesia are clarified, travellers should
enter only
through Dili.
Damage to infrastructure has been extensive across East Timor, including in
Dili. Services such as public transport, shops, restaurants and hotels are
limited. Outside Dili
many services are non-existent.
Local telecommunications services have been extensively damaged and some
services are
being restored. International calls are now possible into and out of Dili
where local
lines are operational. A temporary country code (6729) and area code for
Dili (390) have
been established. Mobile telephone services are available in Dili through
the Australian
Telstra mobile network but a Telstra SIM card is required to use the
service. Australians
intending travel in the countryside should be aware that communication is
only possible by
satellite phone.
Medical and travel insurance is strongly recommended. Medical facilities
are limited
and evacuation may be required in cases of serious illness or accident.
There are no
dental facilities available. Malaria and Dengue Fever are prevalent in most
parts of the
country. Tuberculosis is prevalent and Rabies and Japanese Encephalitis
viruses are known
to exist. Common tropical illnesses including diarrhoea and skin diseases
can be a problem
and Australians should bring a supply of basic medicines.
UN Security Council Resolution 1272 passed on 25 October established a
United Nations
Transitional Administration in East Timor (UNTAET) which is endowed with
overall
responsibility for the administration of East Timor for an initial period
until 31 January
2001.
The Australian Mission in East Timor is accredited to UNTAET and provides
consular
services (except issue of Australian travel documents) and migration
services. Australian
visitors are encouraged to register their presence with the Mission. The
Mission may be
