Subject: pn: Fishkill in Binmaley spreads to Dagupan
LINGAYEN, Pangasinan, April 22 (PNA) -- The fishkill in Binmaley
has now spread to Dagupan City and Lingayen, according to Provincial
Board Member Roberto N. Ferrer.
Ferrer said reports received by his office showed the fishkill is
now being felt in fishpens and fishponds in barangay Calmay, Dagupan and
also in rivers in barangays Basing, Wawa and Matalava in Lingayen.
In Dagupan, the fishkill is now spreading eastward and is expected
to hit soon the Dawel river that feeds salty water to hundreds of
hectares of fishponds in Bonuan, home of the tasty Bonuan bangus.
Previous to this, the fishkill already raged in barangay Lucao,
also in Dagupan, which is adjacent to Binmaley.
Ferrer said the fishkill in Lingayen was first suspected to have
been caused by the discharge of chemically-treated water from a
34-hectare fishpond in barangay Basing.
But this was immediately denied by fishermen who said the fishkill
in their area originated in Binmaley.
Millions of pesos worth of bangus, malaga and other fish species
were already lost as a result of the fishkill in Binmaley, the Lingayen
Gulf Coastal Area Management Commission said.
Ferrer traced the fishkill to what he calls nutrient overload that
resulted in serious depletion of oxygen in the water and enhanced the
presence of ammonia.
He called on the fishpond and fishpen owners to use the natural
feeding method as the chemical-based feeds being used by them already
proved detrimental.
Saying that the worst is yet to come for the beleaguered
aqua-culture industry in Pangasinan, Ferrer called for the removal of
all the illegal fishpens in the coastal waters and municipal rivers in
Pangasinan.
Ferrer said the fishpens are overstocked with fish as the pen
owners were ignoring the carrying capacity of the water. (PNA)

Subject: pn: Mango processing plant turned over in Ilocos Sur
STA. LUCIA, Ilocos Sur, April 22 (PNA) -- A mango processing
plant with ultra-modern laboratory facilities has been turned over
by the Industrial Technology Development Institute (ITDI) of the
Department of Science and Technology (DOST) to the municipal
government of this town.
The integrated Fruit Processing Plant is capable of producing
dried mangoes and "kundol" at 45 kilograms per day, mango puree of at
least 800 liters per day and other candy fruits.
The project was undertaken through the initiative of Rep. Eric
Singson (2nd District, Ilocos Sur) in collaboration with other
government agencies, including the municipal government of Sta.
Lucia.
Singson promised 100,000 pesos as seed capital for the mango
processing plant and another 300,000 pesos for the packaging
machine.
The turnover ceremony was attended by ITDI Deputy Director Nuna
Almanzor who represented DOST Secretary William Padolina, Agriculture
Secretary Salvador Escudero III, Director Emmanuel Bello of the
Forest Products Research and Development Institute, Deputy Director
Dominador Cabatic of the Metal Industry Research and Development
Institute, Mayor Grace Singson of Candon and Mayor Teodoro Hernandez
of Sta. Lucia.
Rep. Singson said the fruit processing plant is equipped with
pulper, steam jacketted kettle, boiler, cabinet drier and other
facilities.
He said this is expected to help hasten the
agro-industrialization of Sta. Lucia, including the adjoining

Phil. Open helps boost Baguio as world class tourists destination
BAGUIO CITY, April 22 (PNA)--The recent 82nd Mobiline Philippine
Open golf tournament greatly boosted the bid of Baguio to make this
mountain resort a world-class tourism destination.
This was the assessment of tourism officials here led by Regional
Director Carmelita Mondiguing, regional director of the Department of
Tourism (DOT).
In the international golf tournament, a total of 144 parbusters
from America, Europe and Asian countries participated, and both foreign
and local crowd estimated at some 10,000 were drawn to this city
because of the tournament.
But the most laudable significance of the event was the earlier
assessment of Ramon O. Cojuangco, Jr., of the Piltel-Mobiline Offices in
Makati when he said "the tournament up in Baguio will contribute largely
to the consciousness of every sportsman, golfer or non-golfer to the
growing reputation of the Philippines as a haven for big time golf".
This observation was corroborated by the opinion of the Baguio
residents. An example is an editorial of the local "Weekly Vibrations"
edited by veteran newshen and civic leader Ofelia Lapira-Dimalanta.
In her editorial, Dimalanta brushed aside the pessimism of those
opposing the development of Camp John Hay as world-class tourist resort
owing mostly to alleged ancestral claim or denudation of watersheds in
the city.
"It is high time that Baguio supports the move to make Camp John
Hay worldclass to help further the country's objective of making the
country globally competitive," she wrote.
During the arrival of the prestigious world-class golf enthusiasts
here in the likes of Kevin Wentworth, Tim Straub and Stephen Leaney,
Baguio city mayor Mauricio Domogan welcomed the participants by saying:
"We are terribly honored for the choice of Baguio as the site of this
year's Mobiline Philippine Open".
It was during this event when Domogan popularized another

FORT DEL PILAR, Baguio City, April 22 (PNA) --The Philippine
Military Academy (PMA) will conduct the annual entrance examinations for
cadetship in the premier military school on Aug. 17.
This was announced by Major General Victor Mayo, PMA superintendent
who said that "PMA offers free college education for four years, pay and
allowances while studying, sure employment after graduation, and
commissionship in the Army, Navy or Air Force as a regular officer."
Mayo said the applicants must meet all the following requirements:
natural born Filipino citizen, single and never been married, height of
at least 162.5 centimeters if male or 157.5 centimeters if female, born
between April 1, 1976 and April 1, 1981, at least a high school
graduate, has good moral character and physically fit.

PILI, Camarines Sur, April (PNA) -- Central Visayas and South
Mindanao started to show their strength as they hauled one gold medal
each with record-breaking performances to tie with host Bicol Region
with two golds apiece in the second day of Palaro '97 competition at
the Bicol Sports Complex here.
Maristella Torres of Central Visayas captured the early
limelight with a record-breaking leap of 5.42 meters to erase an old
mark of 5.25 meters set by Lerma Balauitan seven years ago in the
long jump secondary girls.
Wilson Maningkil, representing the Southern Mindanao Region also
got big crowd cheers with his splendid performance in the 1500-meter
run elementary boys.
The 12-year old boy from Saranggani Province, who finished third
in last year's SOCSARGEN Palaro, registered a clocking time of 4
minutes and 28.9 seconds to break an old mark of 4:39.4.
Meanwhile, Morena Gestaida of the National Capital Region and
Marlou Layno of Western Visayas also erased the old record, but not
good enough compared to Torres' sterling performance.
Gestaida leaped a distance of 5.30 meters to settle for the
silver while Layno finished third with 5.29 meters.
Western Mindanaoan teammates Askar Muhammad and Bassal Sahipa,
on the other hand, finished second and third with a time of 4:31.3
and 4:31.5, respectively to give their region its first silver medal
and second bronze medal.
In the shotput elementary girls, the National Capital Region
bagged another gold medal courtesy of Edelene Diaz with a 9.57-meter
heave to give the Big City its second gold medal.
Margie Magbanua of Southern Tagalog settled for bronze with a
throw of 9.26 meters.
Central Luzon barged into the medal column after winning the

Subject: pn: Consumers warned on "illegal meat" sold in markets
ZAMBOANGA CITY, April 22 (PNA) - The buying public is
warned against buying meat unless this is processed at the
city's slaughterhouse.
City Administrator Romulo Plagata said there
is no guarantee that meat sold by some merchants that do not
come from the slaughterhouse are safe to eat.
Plagata noted that there are a number of pigs
or cows slaughtered and its meat sold by some enterprising
businessmen who process the meat outside the supervision and
control of the city's abattoir.
He had earlier directed the city veterinary office
to check these "fly by night" butchers, who supply flea markets
with meat minus the usual check by veterinary and food officials.
Aside from the lack of assurances that the meat
sold are fit for human consumption, there is no way of finding
if these came from "double dead" animals (meaning those
who died from diseaeses) or from sick animals.
Besides, patronizing these illegal butchers will
reduce the income of the city government which earn from the
payment of abattoir fees if the animals are processed at the

Subject: pn: Woman Dies in Fire
BAGUIO CITY, April 22 (PNA)---A 72-year old woman died in a
fire that totally destroyed her house Monday in Barangay
Monglo, Sablan, Benguet, some 22 kilometers west of this city.
Fire Officer II Richard Cael of the Baguio Fire Station identified
the victim as Helen Cachen.
The fire allegedly was caused a lighted candle. Neighbors told
probers that the victim regularly light candles in her altar every
morning and twilight.
The burned house and properties were estimated to be some 300,000
pesos.
In a related development, a Baguio fire truck responding to the
fire scene was severely damaged when it lost control along the Quirino
Highway due to faulty brake system.
The driver merely bumped the truck along a cemented mountainside

PILI, Camarines Sur, April 22 (PNA) -- Powerhouse National
Capital Region (NCR) garnered five gold medals in the swimming
competition as it grabbed the lead in the medal tally from first day
leader Bicol Region with a total of nine gold medals in the second
day of competition of the Palarong Pambansa '97 being held at the
Freedom Sports Complex here.
The Big City also garnered nine silvers and four bronzes
followed by Central Visayas which has seven gold, one silver and two
bronze medals.
Host Bicol region skidded at third place with four golds, five
silvers and no bronze followed by Southern Mindanao's two golds, one
silver and one bronze.
Meanwhile, another tough competition will be expected Wednesday
in the third day of hostilities as 25 gold medals are at stake which
nine of them in the athletics and 14 in the swimming competition.

The Malaysian Agency's objectie is to broaden their market for

Subject: pn: Barangay captain for 40 years
TAYABAS, Quezon, April 22 (PNA) -- A cripple for the past 29
years, Filemon Z. Villanueva walks with a pair of old bamboo
crutches.
But this major handicap has not deterred Villanueva from serving
his barrio mates gratis et amore. He has been the barangay captain of
Barangay Dapdap in this town for the past 40 years.
He started serving as barangay captain of Dapdap in 1957. Prior to
that, he was a barrio councilor from 1948 to 1956. (It can be noted that
it was the late President Marcos who changed the word "barrio" to
"barangay" in the 1970s).
Villanueva has also served as treasurer, auditor and director of
the Barrio Captains League of Tayabas.
In 1958, he was chosen most outstanding farmer of Quezon.
As barangay captain, Villanueva has built a barangay hall, a health
center, an elementary school, barangay roads, a reading center, an
irrigation system and sports facilities.
In 1969, Villanueva obtained prefabricated materials for a school
building from then President Marcos. He and other barrio officials were
carrying the prefab materials to the school site when his legs suddenly
became numb.
A few days later, Villanueva became crippled.
Despite his physical handicap, Villanueva continued serving his
people, who reelected him to his position several times.
Villanueva noted that it was only in 1993, thanks to the
implementation of the 1991 Local Government Code, that barangay
officials like him started getting honoraria and allowances.
To support his family, Villanueva tends a two-hectare rice farm
complete with a fishpond and piggery. His farm is located one
kilometer away from the highway leading to the tourist town of Lucban,
summer capital of Quezon province.
Now 72 years old, but looking 10 years younger, Villanueva has no
plans of retiring. "As long as I am strong and capable, and the people
need me, I will continue serving them," he vowed.
Villanueva looks forward to the day when the government will grant
retirement and disability benefits to barangay captains and other
barangay officials who have served for at least 25 year. (PNA)
