Legislative Success for McDonough
Visiting professor of law Larry McDonough successfully lobbied in the Minnesota Legislature against passage of H.F. No. 440, Sections 11 and 12, and S.F. No. 875, Sections 8 and 9, which would have eliminated the rights of landlords and tenants in Hennepin and Ramsey Counties to have judges hear eviction, repair and lockout cases, and to have judges review decisions of referees in these cases. McDonough testified and presented his report, 2010 Hennepin and Ramsey County Housing Court Judge Review Cases, in which he analyzed all of the judge review cases in 2010, and concluded the proposals would save little time and money for the housing courts, but would increase appeals to Court of Appeals and increase costs to landlord and tenants of moderate means.
